1. Reason for proposal

With the revision of the rules on the performance and standards of automobiles and automobile components (Ministry of Land, Infrastructure and Transport Decree No. 797, promulgation on December 24, 2020) to establish domestic safety standards for approach alarm generators for the safety of rear pedestrians, the aim is to establish the testing method and procedure needed for the execution of revised matters.

2. Main content

A. Making detailed domestic testing methods and procedures meet the international standards of automobiles (UN standard) to be adopted (Subparagraph 22-2 and 28-3 of Attached Table 1 of the draft)

- Making the testing methods, etc. of camera monitoring systems meet international standards (Subparagraph 22-2 of Attached Table 1 of the draft)

- Making the testing methods, etc. of braking devices of mini cars meet international standards (Subparagraph 28-3 of Attached Table 1 of the draft)

B. Establishment of detailed testing method and procedure to meet the revised Rules on the performance and standards of automobiles and automobile components (Subparagraph 3 and 65 of Attached Table 1 of the draft)

- Establishment of testing methods, etc. of fuel leak upon the occurrence of collision of hydrogen fuel vans (Subparagraph 3 of Attached Table 1 of the draft)

- Establishment of testing methods, etc. of safety devices for rear pedestrians to prevent back accidents (Subparagraph 65 of Attached Table 1 of the draft)

C. Addition of material loading device measurement methods for arm roll-type trucks for the flexible development and manufacture of automobiles (Subparagraph 25 of Attached Table 2 of the draft)

D. Clarification of test conditions and correction of quoted provisions to prevent possible confusion in tests for application of safety standards (Subparagraph 19, 21, 35, 47, and 57 of Attached Table 1 and Subparagraph 11 of Attached Table 2 of the draft)

- Correction of quoted provisions of the standards for towing device strength tests (Subparagraph 19 of Attached Table 1 of the draft)

- Deletion of overlapped items in the definition of terms of lighting device tests (Subparagraph 21 of Attached Table 1 of the draft)

- Deletion of overlapped items in lengthwise acceleration measurement conditions in the standards for steering performance tests (Subparagraph 35 of Attached Table 1 of the draft)

- Clarification of collision test methods for high-powered electric devices of electric mini cars (Subparagraph 47 of Attached Table 1 of the draft)

- Clarification of hydrogen leak test and measurement methods for fuel cell automobiles (Subparagraph 57 of Attached Table 1 of the draft)

- Correction of quoted provisions to identify the precision of luminous intensity and axis of lighting devices of automobiles during operation (Subparagraph 11 of Attached Table 2 of the draft)
