1. Reason for amendment
The aim is to improve and supplement some insufficiencies in the current system by putting gas heat pumps in air emission facilities and adjusting the period of reporting the air emission facilities of decomposed organic fertilizer manufacturing facilities step by step.
2. Main content
A. New gas heat pumps shall be reported from July 1, 2022, and existing gas heat pumps shall be reported until December 31, 2024 as air emission facilities; In case of emission that is less than 30% of the allowable emission, or if air pollutant-reducing devices are mounted to meet the air pollutant reduction efficiency accepted by the Minister of Environment, however, the corresponding pumps are excluded from air emission facilities (Establishment of “Subparagraph 2, Item B 32) d) in Attached Table3 of the draft).
B. The period of reporting air emission facilities of decomposed organic fertilizer manufacturing facilities is applied step by step considering the conditions of workplaces (Establishment of “Subparagraph 2, Item B, Remark 5” in Attached Table 3 of the draft).
The report deadline of air emission facilities of decomposed organic fertilizer manufacturing facilities is changed from December 31, 2021 to December 31, 2023 in case of public livestock manure processing facilities and to December 31, 2024 and December 31, 2025 step by step in case of common resource facilities and agricultural/livestock common compost yards and private yards, respectively.
C. The time to apply the allowable emission standard to liquid fuel power generation facilities in island areas is adjusted (“Subparagraph 2, Item A 1) Remark 10 and Item B 1) Remark 7” of Attached Table 8 of the draft).
The time of application is changed from January 1, 2021 to January 1, 2023 in case of the facilities in Baengnyeongdo and from July 1, 2021 to January 1, 2022 in case of the facilities in Yeonpyeongdo and Ulleungdo.
D. In case of workplaces exempted from the installation of preventive facilities, self-measurement may not be required if deemed unnecessary by the Minister of Environment or the head of si/do (“Subparagraph 2, Remark 2” of Attached Table 11 of the draft).
