1. Reason for amendment
With the amendment of the Aviation Safety Act (Act No. 18354, promulgation on July 27, 2021), the aim is to determine legally delegated matters such as the procedure and method, etc. of identifying the kinds of ID cards and consistency with the entity needed for the determination of consistency with passengers.
2. Main content
A. Establishment of range of ID cards to determine consistency with passengers to board planes (Establishment of Article 15-3 of the Enforcement Decree of the draft)
The range of ID cards is determined similar to the range of ID cards such as resident registration cards, passports, driver’s licenses, etc. prescribed in other Acts, and other certificates and electronic means, etc. shall be determined by the Minister of Land, Infrastructure and Transport.
B. The methods, etc. of airport operators needed to identify entities are determined (Establishment of 15-4 of the Enforcement Decree of the draft).
Consistency with entities is determined by comparing boarding passes and ID cards*, identification is done by asking questions if identification is difficult, and consistency with entities may be determined using bio-information and cell phones, etc. instead of identification of the presented ID cards, with the details to be determined by the Minister of Land, Infrastructure and Transport.
* (Airport operators) Persons who enter protective zones to board airplanes (passengers and crew)
** (Air transportation business operators) Issuance of boarding passes (ID cards), delegation of cargoes, and passengers to board international airplanes (boarding passes + ID certificates)
