1.       Reason for revision

ㅇ Predictable, efficient management of cargo transportation brokers is required by clarifying the liability of cargo transportation brokers and improving the standard for imposing administrative sanctions.

ㅇ The basis of and standard for performance of work are provided by supplementing the insufficiency in the operation of the system.

2.       Main revisions

□ Reflection of Article 222(3) of the Customs Act

ㅇ Documents to be attached for the registration (revision) of cargo transportation brokers such as employee list (§4), etc. are clarified with reflection of the basis for submission of personal information on workers.

ㅇ Matters regarding business shall be reported when the customs director checks the work (§7).

□ Obligatory provisions and administrative sanctions covering cargo transportation brokers are improved.

ㅇ The obligatory provisions of bonded transport companies such as Article 223-2 (Prohibition of cargo ), etc. of the Act are reflected (§7).

ㅇ Omitted legal provisions on the violation of business suspension are added, and matters regarding the cancellation of registration, recalculation of the same items, and details of aggregated sanctions are established, with the time for application of administrative sanctions on violation clarified (Appendix Table 1).

□ Supplementation of insufficiency in operation of the system

ㅇ Regulations on field surveys are established for confirmation as to whether the system is actually operated including the registration status (computer equipment) (§4).

ㅇ The change report period is clarified, and the basis for review of change report is provided (§5).
