1. Reason for proposal

The aim is to submit foreign language data for the application for elevator safety components and elevator safety authentication after translation into Korean and to improve and supplement the insufficiencies found during the execution of the current system by methods such as extension of times and period of supplementation for design review and factory review.

2. Main content

A. Establishment of liability for submission of Korean-translated data in case of application for authentication of elevator safety components and elevator safety (Article 4, Article 26, and Article 47 of the draft)

Manufacturers or importers of elevator safety components and elevators shall additionally submit Korean-translated data of foreign-language documents when applying for safety authentication.

B. Extension of time and period of supplementation for design review or factory review (Article 5 and Article 8, etc. of the draft)

The times and period of supplementation for design review or factory review of component and elevator safety authentication are extended to two (2) times and two (2) months, respectively.

C. Exemption from the passed procedures in case of re-application after withdrawal of application for safety authentication (Article 6 and Article 28 of the draft)

If a manufacturer or an importer of elevator safety components or elevators applies for safety authentication again without any design change within three (3) months of the date of requesting the withdrawal of application for safety authentication, review or tests wherein conformity was already determined may be omitted.

D. Preparation of basis for the return of safety authentication and integrated execution of regular factory review (Article 21 and Article 43 of the draft)

If the safety authentication certificate was returned before the date of regular review, regular review shall not be conducted. Likewise, if the manufacturer or importer with several kinds of safety authentication of elevator safety components or elevators accepted to be the same kinds as those to undergo regular review applies for regular review to a complex, etc., several kinds of safety authentication to undergo regular review in the corresponding year may be processed by one-time factory review.

E. Improvement of the Standard for model classification of elevator safety components and elevators (Attached Form 1 and Attached Form 6 of the draft)

The amended Enforcement Rules of the Standard for model classification of elevator safety components and elevators (Attached Form 4 of the Enforcement Rules of the Elevator Safety Management Act) are reflected, and “control” of elevators is included in the classification standard.

F. Improvement of Standard for self-review of safety authentication (Attached Form 5 of the draft)

The self-review to be conducted by any safety-authenticated manufacturer or importer may be performed for a new lot or every certain quantity.

G. Improvement of insufficiency (Attached Form 2, etc. of the draft)

Improvement of omitted/mistyped letters and omitted matters, etc.
