1. Reasons for Amendment

With the recent increase in online distribution of illegal and hazardous products, it is necessary to ensure that consumers can properly check the safety and legality of products prior to making their purchase. This amendment aims to supplement some shortcomings that have emerged in the operation of the current Public Notice, such as requiring online sales operators to clearly indicate product license/permission numbers, etc. in letters of a size that consumers can easily read; adding the details of information necessary for consumers, such as information on defects in refurbished furniture and installation expenses for installable home appliances displayed on sales pages, etc. by online sales operators. The amendment will also regulate display methods so that the information can be provided in an easy-to-understand manner.

2. Major Provisions

 A. Clearly stipulate the method for displaying license/permission information (Ⅱ.6. amended, and Ⅳ.2. newly inserted)

  1) Stipulate that the license/permission number, etc. must be clearly displayed in letters of a size that consumers can easily read, for products that can be sold only with license/permission, such as items subject to KC certification.

 B. Add a clause on providing information on new types of products (Ⅲ.1.(6)ㆍ(7)ㆍ(8) amended)

  1) Add information on any defective area and the reason for the defect in refurbished furniture.

  2) Add additional installation expense information for large/installable home appliances.

 C. Update essential information for each item and add guidelines for providing information for business operators (Ⅱ.4.ㆍ7, Ⅲ.1.(15)ㆍ(16)ㆍ(18)ㆍ(20)ㆍ(21)ㆍ(22)ㆍ(23)ㆍ(26)ㆍ(37)ㆍ(38), Ⅲ.2.BㆍC amended)

  1) Provide a method to flexibly indicate the date of manufacture, shelf life, etc. for items with fast inventory turnover, such as fresh food.

  2) Provide guidelines on the provision of information pertaining to an optional product that must also be provided when selling a product that is completely separate from the basic product as an optional product.

  3) Suggest guidelines for providing information on conditions and deadlines for the withdrawal of an offer so that business operators do not arbitrarily limit the rights of consumers guaranteed by statutes.

  4) Update the information provision clauses for each item by reflecting the amendments to individual Acts and add guidelines for providing information on items that are likely to confuse business operators.
