1. Reasons for Amendment 

Due to the recent frequent occurrence of traffic accidents involving rental cars, the Amendment makes rental cars subject to transportation safety inspections, requiring them to be examined for traffic safety risk factors and checked and corrected to address any breaches of relevant legislations, thereby aiming to prevent traffic accidents.

A. Prescribe transportation safety inspections for rental cars (Article 20 (2) and (3))

1) Address the recent frequent occurrence of traffic accidents involving rental cars by requiring transportation safety inspections to be carried out on rental cars as well as motor vehicles for passenger transport services (buses, taxis) to check for traffic safety risk factors and identify and correct any breaches of relevant legislations
