1. Reasons for Amendment

A. Conduct fact-finding surveys and risk assessments under the Consumer Chemical Products and Biocides Safety Control Act and add safety/labeling standards for new items (four items including finishing substances) and uses (six uses including for filters)

B. Improve product weight/capacity/sheets reporting methods (the result of deliberation by the 15th Active Administration Committee in November 2021) and improve other systems such as reflecting industry requirements

2. Major Provisions

A. Designate new management items and uses and provide and strengthen safety and labeling standards

1) Designate new management items for consumer chemical products and provide safety and labeling standards

Designate four items, including finishing substances, hardener, curing accelerator, and cleaning and polishing preparations for sporting equipment as consumer chemical products subject to safety verification and provide safety and labeling standards for them

2) Designate new uses of existing management items and establish safety and labeling standards

Designate new uses for existing management items and set safety and labeling standards for six uses: filter cleaner, paint remover, gloss coating agent for metal accessories, special-purpose coating agent for leather softening, filter disinfectant

B. Reinforce the “container and packaging” safety management and improve reporting methods 

1) Establish a safety management provision for containers, packaging, and appearance that could be mistaken for food

Establish a provision that containers, packaging, and appearances should not mimic the shape of food and be mistaken for or confused with food

2) Improve product weight, capacity, and sheets (single value → range)

The amendment improves reporting methods so that weight and capacity can be reported as a range when contents are the same to allow the report for the same products that differ only in weight and capacity be exempted within the range of reporting.

C. Improve product labeling (reflecting industry requirements) 

1) Improve the display method for consumer chemical products in box units

Improve the regulation to provide only one attachment if the same products are packaged and sold in box units

2) Provide a basis for autonomous application by enterprises for products not subject to child protective packaging 

Improve the regulation that enterprises may indicate how to open containers as well as child protective packaging labeling if child protection packaging is applied even if the product is not subject to child protection packaging

3) Allow enterprises to indicate allergies for the products not subject to allergy reactive substances

Allow labeling the name of allergy-reactive substances even when less than 0.01% of the substances are used

D. Other matters
