Reasons for Amendment
The Amendment seeks to make
sensible improvements to the system in order to strengthen the emergency
response for disaster and safety management while maintaining the environmental
quality of the assessment system following the implementation of Integrated
Water Resources Management.

Major Provisions
A. Amend consultation
procedures for emergency construction, etc. in accordance with relevant laws
for disaster and safety management in regards to provisions on exceptions to
the prohibition on premature implementation of projects (Article 15, paragraph
3)
B. Add projects subject to
follow-up surveys on environmental impact
1) Cement furnaces under
recycling facilities in subparagraph 15 (a) in attached Table 3 of the Decree
