1. Reasons for Amendment

 

  The Amendment addresses safety management blind spots with respect to lightning protection systems, higher voltage internal power distribution systems, environmental facilities (desulfurization/denitrification equipment), electric vehicle charging facilities, etc.; reduces approval (reporting) documents for plan for works; lightens the burden on electric vehicle charging business entities; and otherwise addresses weaknesses in system operation.

 

 

2. Major Provisions

 

A. Newly insert terms on lightning protection systems that are placed in dangerous locations, buildings, etc. in accordance with relevant laws, include them in the scope of reporting on plans for works, and implement pre-use inspections to ensure minimum safety (Article 2, subparagraph 7; attached Table 1)

 

    * (Current) Grounds for installation in dangerous locations, buildings, etc. are prescribed in the Building Act and other relevant laws

   → (Amended) Newly insert terms on lightning protection systems that are installed in accordance with relevant laws, and check safety

 

B. Reduce the burden on business entities by abolishing the requirement to submit a “written confirmation of supervisor assignment” prior to using electrical installations as it is not directly relevant to inspection work (Article 6 (5) 2, attached Table 2)

 

    * (Current) Submit a written confirmation of supervisor assignment when submitting a plan for works and inspection application

   → (Amended) Delete the provision requiring a written confirmation of supervisor assignment to be submitted as it is not directly relevant to inspection work

 

C. Newly insert qualification requirements for assistant inspectors to prescribe that a person who has obtained a technical qualification at the industrial engineer level or higher may assist with inspections of electrical installations (Article 10)

 

    * Inspector qualification: (Current) Professional engineer, engineer (4 years of practical experience), industrial engineer (6 years of practical experience)

                 → (Amended) Current provisions + Assistant inspectors (persons who have obtained a qualification at the industrial engineer level or higher)

 

D. Include higher voltage internal power distribution systems in the scope of periodic inspections, and reduce the burden on business entities by performing the periodic inspections at the same time as passive equipment (attached Table 4)

 

    * (Current) Passive equipment → (Amended) Passive equipment + Higher voltage internal power distribution systems

 

E. Expand the scope of periodic inspections to enable safety checks for faults, noncompliance, etc. in electric vehicle charging facilities including charging systems (attached Table 4)

 

    * (Current) Inspections only examine power supply facilities → (Amended) Periodic inspections examine all equipment including chargers

 

F. Add environmental facilities (desulfurization, denitrification) of integrated energy systems and power-generation installations for private use to the scope of periodic inspections to strengthen safety management of power-generation installations (attached Table 4)

 

    * (Current) Turbines, boilers, generator systems → (Amended) Turbines, boilers, anti-pollution facilities, generator systems

 

G. Relax regulations to prescribe that for electric vehicle charging facilities with remote monitoring and control features, one electrical safety supervisor may manage up to 120 locations (Article 25 (3))

 

     * (Current) 60 charging stations for private use → (Amended) 120 charging stations for private use

 

H. To ensure fairness with electrical safety supervisors, clarify essential equipment requirements for electric vehicle charging business entities to ensure safety management of electric vehicle charging facilities (Article 33)

 

   * (Newly inserted) Require electric vehicle charging business entities to possess equipment set forth in attached Table 10 of the Enforcement Rule

 

I. Ensure precise determination of electrical safety management agency weights by capacity by prescribing that where there is a mixture of electrical installations (low voltage, high voltage), the weight shall be calculated separately for each capacity and then aggregated (attached Table 9)

 

    * (Amended) Calculate weights for low voltage and high/ultra-high voltage electrical installations separately and then aggregate

 

J. Newly insert tailored safety management training to account for the characteristics of electric vehicle charging facilities (attached Table 11)

 

    * (Newly inserted) Add provisions on safety management training for electric vehicle charging facilities

 

K.  Account for the characteristics of new renewable energy systems and new industries by newly inserting tailored safety management and safe installation training subjects, and shift theory learning to online learning

     (attached Tables 11 and 12)

 

    * (Newly inserted) Add installation safety training on new renewable energy systems, electric vehicle charging facilities, etc. and shift theory learning to online learning
