1.      Reasons for Amendment

 

This Amendment prescribes detailed test items for new renewable energy systems for which a testing system has been newly inserted in accordance with amendments to the Enforcement Rule of the Electrical Safety Management Act and Enforcement Rule of the Electric Utility Act, and otherwise ensures the safety management of electrical installations.

 


2. Major Provisions

 

A. Newly insert detailed matters regarding “upon completion” pre-use inspections of wind turbine systems (attached Table 9 - 5 □ Upon Completion)

 

Newly insert test items to check for compliance with KS certification and quality standards at the manufacturing stage such as the welding and assembly of blades, nacelles, towers, etc.

 

* (Test items) Cite KS standards and American Welding Society (AWS) and American Society of Mechanical Engineers (ASME) codes, and prescribe test items agreed upon with wind turbine system manufacturers

 


B. Newly insert detailed matters regarding “civil engineering basics” periodic inspections of wind turbine systems (attached Table 9 -5 □ Civil Engineering Basics)

 

Prescribe that routine inspection items shall be pre-use inspection items on the foundation work of wind turbine systems that are minimum items* requiring periodic maintenance

 

* (Test items) Maintenance condition of basic structures of wind towers and generator systems, corrosion, anchorage installation, anchor bolt torque

 


C. Restore the “comprehensive inspection” process for wind turbine systems (attached Table 9 -5 □ Comprehensive Inspections)

 

Re-prescribe, without changes, the inspection items that were omitted during the process of integrating the former directive [Regulations on the Processing of Tests for Commercial Electrical Installations, attached Table 1 - 5 (Wind Turbine Systems) □ Comprehensive Inspections] into the Notice

 


D. Separate and newly insert detailed matters on routine inspections of solar power system sites and structures (attached Table 9 -6 □ Sites and Structures, □ Comprehensive Inspections)

 

Separate routine inspections of solar power system sites and structures as a separate process to account for the difference in inspection frequency* compared to comprehensive inspections

 

* (Inspection frequency) Comprehensive inspection of solar power systems: 4 years, site and structure inspections: 2 years

 

Prescribe detailed matters on routine inspections of BIPV, BAPV, and aquatic structures due to electrical and architectural risk factors resulting from deterioration caused by the external environment

 


E. Newly insert detailed matters on routine inspections of substation facilities and transmission lines involving new renewable energy electricity generation business entities (attached Table 9 - 10 □ Substation Facilities, □ Transmission Lines)

 

Prescribe detailed matters on routine inspections of substation facilities and transmission lines involving new renewable energy electricity generation business entities equivalent to inspection details and inspectee information for regional electric utility business entities in attached Table 9 - 8, which have the same system composition
