Reasons for Amendment
A. The release of super-fast electric
vehicle chargers following technological advancements and changes in the market
environment has made it necessary to expand the capacity (200kVA → 500kVA)
subject to safety control (attached Tables 2, 10, and 20)
B. Clarify the meaning by rephrasing the
terminology for the scope subject to control (attached Tables 1, 2, 9, 10, and
20)
C. Adjust standards subject to safety
control in accordance with the amended Enforcement Rule (attached Tables 1, 2,
9, 10, and 20)
D. Combine specific items (attached
Tables 1 and 20)
E. Modify difficult terminology in administrative
rules (attached Tables 1, 9, 12, 20, and 28)
F. Update the legislative system by
correcting repeated and omitted words and phrases (attached Tables 2, 9, and
20, attached Form 8)
G. Update safety standards applicable to
electrical appliances subject to safety control (attached Table 25)
H. Prescribe test methods to verify the
safety of super-fast chargers (KC 61851-23, KC 62196-1, KC 62196-3, KC
62196-3-1)
2. Major Provisions
A. Expand the scope of safety control
for electric vehicle chargers subject to safety verification (200kVA → 500kVA)
B. Rephrase terminology (“rated
capacity” → “rated output”) for the scope of control of products whose nature
is to supply power (transformers, power converters, electric vehicle chargers,
etc.)
C. Relax safety control standards for DC
electric heating pads and foot warmers (safety verification → supplier’s
declaration of conformity)
D. Combine electric rice cookers and
electric rice cooker-warmers (delete electric rice cooker-warmers) and combine
electric stoves, electric hobs, and hotplates (delete electric hobs and
hotplates) due to similarity
E. Rephrase in accordance with the
“Modification of Difficult Terminology in Administrative Rules” of the Ministry
of Government Legislation
* (Example) Thermal → Thermal (operated using
heat)
F. Modify attached Form to address
simple typographical errors, repetitions, omissions, etc. that are not
consistent with the current legislative system
G. Correct typographical errors,
omissions, etc. in safety standards applicable to electrical appliances subject
to safety control
H. Revise test criteria such as the
power supply unit, structural requirements, etc. of super-fast chargers
