1. Reasons for Proposal
In order to facilitate related affairs, this amendment aims to expand the disclosure of measurement values of water pollutants for each place of business equipped with measuring instruments, promote stable water quality management by changing the water pollutant discharging quantity and concentration calculation standard, which is the criteria for basic effluent charges/excess discharge dues, from 3-hour data to 24-hour data, and add the office affairs related to discharge dues to the affairs that can handle unique identification information.
2. Major Provisions
A. Expand the disclosure of water pollutant measurement values for each place of business equipped with measuring instruments (Article 37 (2) and (3))
Change from requiring the Minister of Environment to computerize annual quantity of discharging water pollutants for each place of business equipped with measuring instruments and disclose them on the website by June 30 of each year to requiring the Minister of Environment to disclose daily emissions, etc., by the end of the month following each quarter in order to strengthen the usability of big data and announce the details of information disclosure.
B. Improve the discharge due calculation standard for places of business equipped with measuring instruments (Article 41 (5), Article 44 (2) 3, and Article 47 (1))
Promote stable water quality management by changing from requiring that the amount and concentration of water pollutants to be measured using data obtained for three hours ("average value for each three-hour period"), which was automatically measured, to requiring using data obtained for 24 hours ("average value for each 24-hour period") when calculating basic effluent charges/excess discharge dues for places of business equipped with measuring instruments.
C. Add office affairs related to discharge dues to the affairs that can handle unique identification information (Article 84-2)
Since it is necessary to enter a resident registration number in order to impose, collect, and dispose of discharge dues on individual persons, this amendment aims to smoothly perform related affairs by adding the affairs related to discharge dues under Article 41 of the Act to the office affairs that can process uniquely identifiable information (resident registration numbers).
