1. Reasons for Amendment
This amendment aims to enhance safety by advancing the submission period of the periodic safety review report before the base date for review (every 10th anniversary of the issuance date of the operating license) to preemptively confirm the safety of nuclear power plants for the next 10 years, changing the submission period of the continuous operation safety review report to 10 - 5 years before the date of expiration of the design lifespan to secure sufficient review period by regulatory bodies and ensure that improvements such as facility improvement are carried out at an early stage.
2. Major Provisions
A. Change the submission period of the periodic safety review report for nuclear power reactor and research reactor facilities (hereinafter referred to as "reactor facilities") (Article 36 (2) revised)
1) Require the periodic safety review report for reactor facilities to be submitted within the period from three years to one year and six months before the base date for review
B. Change the submission period of the continuous operation safety review report (Article 36 (4) revised)
1) For reactor facilities whose operation is to be continued after the design lifespan has expired pursuant to Article 36 (4), submit the continuous operation safety review report within the period from 10 years to 5 years before the date of expiration of the design lifespan
C. Confirm the effectiveness of the continuous operation safety review (Article 37 (4) newly inserted)
1) In cases of submitting an evaluation report pursuant to Article 36 (2) after submitting the continuous operation safety review report, make it possible to check the validity of the review results among the contents of the continued operation safety review that has already been performed
D. Technical criteria for reviewing validation (Article 38 (2) revised)
1) Review systems, structure, and equipment using technical criteria, even when checking validity, that reflect the latest operating experience and research results and review the radioactive environmental effects using the latest technical criteria
E. Change the submission period of the periodic safety review report for radioactive waste management facilities, etc. (Article 104-2 (2) revised)
1) Require the periodic safety review report for radioactive waste management facilities, etc., to be submitted within the period from three years to one year and six months before the base date for review
