1. Reasons for Amendment

 

   As the Rules on Motor Vehicle and Automotive Parts Performance and Requirements were revised (Ordinance No. 797 of the Ministry of Land, Infrastructure and Transport, promulgated on December 24, 2020) to harmonize with international standards that reflect new technologies such as high-voltage electrical devices and driving batteries of two-wheeled vehicles in order to ensure the safety of electric two-wheeled vehicles, and such Rules were revised to expand the installation target of the emergency automatic braking system to passenger cars and freight/special motor vehicles with a gross vehicle weight of 3.5 tons or less and harmonize fuel systems and collision criteria for small trucks with international standards, this amendment aims to improve and supplement the shortcomings that have emerged from the operation of the current system, such as clarification of test conditions and revision of referenced provisions, in order to provide the test methods and procedures necessary for the implementation of the revised provisions and prevent confusion during the test.

 



2. Major Provisions

 

A. Harmonize detailed test methods and procedures with international standards as such motor vehicle standards (UN standards) were introduced in Korea (subparagraphs 46, 49, and 58 of Attached Table 1 and subparagraph 2 of Attached Table 6)

 

- Harmonize the definition, etc., of bumper corners with international standards following the application of the leg test area definition (subparagraph 46 of Attached Table 1)

 

- Harmonize the marking symbols and test methods for each type of window glass with international standards (subparagraph 49 of Attached Table 1)

 

- Harmonize the conditions of the visual warning of movable seats with international standards (subparagraph 58 of Attached Table 1)

 

- Harmonize the wear resistance test method of seat belt parts with international standards (subparagraph 2 of Attached Table 6)

 



B. Prescribe detailed test methods and procedures following the revision of the Rules on Motor Vehicle and Automotive Parts Performance and Requirements (subparagraphs 1, 3, 47, 47-2, 48-2, 63-2 of Attached Table 1 and subparagraph 15 of Attached Table 2)

 

- Prescribe the test method, etc., as new applicable vehicle models to the test for passenger protection in the event of a collision are added (subparagraph 1 of Attached Table 1)

 

- Prescribe the test method, etc., as new applicable vehicle models to the test for fuel system evaluation in the event of a collision are added (subparagraph 3 of Attached Table 1)

 

- Prescribe the test method, etc., as applicable vehicle models to the evaluation of the safety of high-voltage electrical devices in the event of a collision and pole side collision test are added (subparagraph 47 of Attached Table 1)

 

- Prescribe the test method, etc., for high-voltage electrical devices to ensure the insulation safety of electric two-wheeled vehicles (subparagraph 47-2 of Attached Table 1)

 

- Prescribe the test method, etc., for securing the physical/chemical/electrical safety of driving batteries of electric two-wheeled motor vehicles (subparagraph 48-2 of Attached Table 1)

 

- Prescribe the test method, etc., as the number of vehicle models to be equipped with the autonomous emergency braking system expands (subparagraph 63-2 of Attached Table 1)

 

- Prescribe the method, etc., for calculating the maximum loading capacity of trucks, etc. (subparagraph 15 of Attached Table 2)

 



C. Improve the conditions of the braking performance test for resolving technical difficulties of manufacturers and developing safe, eco-friendly vehicles (subparagraph 29 of Attached Table 1)

 



D. Improve the steering performance test method to prevent accidents that may occur during high-speed testing and deregulate technology development (subparagraph 35 of Attached Table 1)

 



E. Clarify test conditions and revise referenced provisions to prevent confusion during the test for the application of safety standards (subparagraphs 8, 21-6, 21-7, 21-8, 21-9, 21-10, 21-11, 21-12, 21-15, 21-16, 21-19, 42, 42-2, 48, 63, 70-2, 70-3 of Attached Table 1)

 

- Correct the misinterpretation of the sliding door entrance test procedure (subparagraph 8 of Attached Table)

 

- Clarify referenced provisions, figures, and measurement locations for lighting devices installed in motor vehicles and two-wheeled vehicles, and correct Attached Form, such as deleting unnecessary measurement values (subparagraphs 21-6, 21-7, 21-8, 21-9, 21-10, 21-11, 21-12, 21-15, 21-16, 70-2, 70-3 of Attached Table 1)

 

- Clarify the test method for other lights such as work lights (subparagraph 21-19 of Attached Table 1)

 

- Clarify the horn test method for motor vehicles and two-wheeled vehicles (subparagraph 42 of Attached Table 1)

 

- Clarify the standard for the test site and test method for motor vehicle sirens (subparagraph 42-2 of Attached Table 1)

 

- Clarify the direction of the vibration test of the driving battery safety test and correct the errors in the acceleration standard table of the mechanical shock test (subparagraph 48 of Attached Table 1)

 

- Revise the article title of the existing provisions and clarify the function stop detection test method following the expansion of vehicle models in which the automatic emergency braking system shall be installed (subparagraph 63 of Attached Table 1)
