1. Reasons for Amendment

 

As autonomous driving agricultural machines and electric agricultural machines have been developed in line with the Government's smart farm policy and carbon-neutral policy, this amendment aims to supplement some operational shortcomings such as providing standards for the approval test (performance and safety, etc.) for dissemination to agricultural fields and requiring rear-view mirrors to be installed on the left and right sides of agricultural tractors for the safety of the driver instead of installing a rear-view mirror only on the left side.

 


2. Major Provisions

 

A. Clarify applicable provisions when testing safety standards (Article 4 revised)

○ Simplify “Safety standards, which are detailed standards of the standard for the approval test for agricultural machinery in Attached Table 1, shall be B. Safety standards for each agricultural machine in Attached Table 1” to “Safety standards shall be safety standards for each agricultural machine in Attached Table 1.”


B. Reset the review deadline following the revision of the Notice (Article 5 revised)

○ Revise “January 1, 2020” to “January 1, 2023.”

 


C. Provide autonomous driving performance standards for autonomous driving agricultural tractors, combines, and rice-planting machines (subparagraph 1 (c), subparagraph 3 (c), and subparagraph 4 (c) revised in [Table 1] Standards for the Test for Approval of Agricultural Machinery)

○ Set the driving path error for normal work to 70 mm or less considering the distance between rows (300 mm) of crops (rice).


D. Improve the rear-view mirror installation standard for agricultural tractors (subparagraph 1 (b) revised in [Table 1] Standards for the Test for Approval of Agricultural Machinery)

○ Improve the standard so that a rear-view mirror, which was installed only on the left side*, is installed on the left and right sides respectively.

* Since a rear-view mirror is installed only on the left side, it is difficult to deal with right/rear risk factors.

 


E. Improve the color and operation standards of emergency switches to prepare for emergencies* when working with a combine (subparagraph 3 (b) revised in [Table 1] Standards for the Test for Approval of Agricultural Machinery)

○ Make the color of the switch red for easy identification of the emergency switch and improve the standards so that the engine operation light stops with one operation (touch, press, etc.).

* In the event of accidents in which the hands or clothes of workers become entangled in the threshing unit, etc.

 


F. Provide installation standards for the floor structure and handle of the working plate for loading rice seedings to prevent slipping when working with a rice-planting machine (subparagraph 4 (b) revised in [Table 1] Standards for the Test for Approval of Agricultural Machinery)

○ Improve the standards by requiring the floor structure of the working plate for loading rice seedings to be a porous, uneven structure, etc., and install handles or handrails so that three-point contact is possible.

 


G. Clarify the static falling angle test standards for preventing overturning/rollover accidents of agricultural power carts (subparagraph 10 (c) revised in [Table 1] Standards for the Test for Approval of Agricultural Machinery)

○ Clarify standards for the approval test for the static falling angle for the carts not to overturn to the left/right on a 30.0° left/right slope after loading 75 kg.

 


H. Provide emergency switch installation standards in the event of unexpected sudden backward acceleration* when working with a farm cultivator (subparagraphs 18 (b) and 37 (b) revised in [Table 1] Standards for the Test for Approval of Agricultural Machinery)

○ Installation of a red emergency switch that can stop the engine operation with one operation at a location where the operator can easily operate it.

* If this phenomenon in which a farm cultivator rapidly retracts toward the driver when rubble or stones are caught in the rotary blade during cultivating work with a farm cultivator and the power is not cut off in time, the driver may be crushed or injured..

 


I. Realize the power seeder approval test standard in line with the improvement of the technological level (subparagraph 17 (c) revised in [Table 1] Standards for the Test for Approval of Agricultural Machinery)

○ (Group seeding volume deviation) (Current) Do not exceed ±10.0% of average seeding amount → (Revised) Do not exceed ±8.0% of average seeding amount

○ (Seeding failure rate of beans/sesame/radish seeders) (Current) 3.0% or less → (Revised) 2.0% or less

○ (Seeding failure rate of garlic seeder) (Current) 10.0% or less → (Revised) 5.0% or less

○ (Planting failure rate of potato seeder) (Current) 3.0% or less → (Revised) 2.0% or less

 


J. Clarify the standards for installing a driver's seat belt that can protect the driver in the event of a rollover accident* of a speed sprayer (subparagraph 19 (b) revised in [Table 1] Standards for the Test for Approval of Agricultural Machinery)

○ Clarify “a passenger self-propelled speed sprayer equipped with protective structures must have seat belts attached” to “a passenger self-propelled speed sprayer must have seat belts attached.”

* There are civil complaints that overturn accidents and fatal accidents occur frequently as speed sprayers mainly work in an orchard on a slope. (Civil complaints in May 2022) 


K. Provide standards for battery capacity and safety of electric agricultural machinery (subparagraph 10 revised in [Table 2] Common Safety Standards)

○ (Battery capacity standards) Set the current consumed at the maximum working speed as the capacity standard under the maximum load working condition with the prescribed loading capacity

○ (Safety approval test standards) It is necessary to install a switch that cuts off the battery power and a battery capacity check unit when agricultural machinery is not in use.


L. Provide safety standards for autonomous driving agricultural machinery (subparagraph 12 newly inserted in [Table 2] Common Safety Standards)

○ Establish standards for attaching functions/devices to cope with emergencies and out-of-control situations
