1. Reasons for Enactment

Following the amendment to the Installation and Utilization of Sports Facilities Act (Act No. 18860, partially amended on May 3, 2022, enforced on November 4, 2022), the Enforcement Decree of the same Act is amended to prescribe the detailed criteria, procedures, etc. for the standard, designation or re-designation of setting the public golf course admission fees, to be determined by the Minister of Culture, Sports and Tourism

2. Major Provisions

A. Conduct a factual survey on admission fees at public golf courses and disclose the results thereof (Article 3)

B. Prescribe detailed criteria for the average admission fee for non-members at a membership golf course (Article 5)

1) The average admission fee for non-members at membership golf courses shall be the average admission fee at membership golf courses in the Seoul metropolitan area (reflecting the inflation rate announced in December of the previous year) during the peak season (May, October).

C. Prescribe a certain amount of publicly notified results by the Minister of Culture, Sports and Tourism on the calculation of admission fees at public golf courses (Article 6)

1) A certain amount notified by the Minister of Culture, Sports and Tourism shall be KRW 34,000 based on the difference in the amount of taxation between membership golf courses and public golf courses.

D. Apply for public golf course designation when registering a non-member golf course business, etc. (Article 7)

1) When newly registering a non-member golf course, it shall be possible to apply for public golf course designation at the same time, and the Minister of Culture, Sports and Tourism shall check the relevant requirements and notify the result within 30 days.
