1. Reasons for Amendment

This Amendment is intended to prescribe matters necessary for the efficient implementation of highly pathogenic avian influenza prevention measures, such as supplementing the disease control standards of livestock owners, etc. and mandating the registration of vehicles owned by livestock owners, etc. to strengthen the disease control management of farms breeding livestock under contract of contractors of the livestock farm alliance systems and strengthen the biosecurity of livestock farms, which is a disease control vulnerability deduced during the outbreak of highly pathogenic avian influenza in 2020/2021.



2. Major Provisions


A. Strengthen the disease control obligation of the contractor of the livestock farm alliance systems (Article 9-2 and Attached Form 1-15)

1) Under the current regulations, there are examples of contractors of the livestock farm alliance systems that check the farms breeding livestock under contract, and if they discover inadequate disinfection facilities or disease control facilities, they do not take action to improve the situation and notify local governments of the results in inadequate conditions, and so on, which need to be improved. 

2) Regulation improved as follows: The contractors of the livestock farm alliance systems shall check the farms breeding livestock under contract, and if there are inadequate matters, they shall take measures to improve the situation before they notify local governments of the results.


B. Strengthen installation standards for disinfection facilities and disease control facilities (Attached Table 1-10)

1) In order to improve the disease control vulnerabilities deduced during the outbreak of the highly pathogenic avian influenza in 2020/2021, the standards for disinfection and disease control facilities for poultry raising farmers need to be strengthened.

2) Disease control standards are to be strengthened as follows: It is now mandatory for spawning farms that raise more than 100,000 poultry to install tunnel-type disinfection facilities, standards for disinfection facilities and disease control facilities have been expanded from chicken and duck breeding operations to all poultry breeding operations, standards for disinfection facilities and disease control facilities for small-scale farms have now been established.


C. Vehicles owned or leased by the owner, etc. of livestock to enter and exit facilities are obligated to register (Attached Table 2-2)

1) Passenger cars and vans owned or leased by livestock owners, etc. are not subject to the obligation to register for access to livestock facilities, but if they access the farms on a regular basis, they are likely to contribute to the spread of livestock infectious diseases. Therefore, there is a need to register and manage them as vehicles accessing the facilities.

2) Passenger vehicles, vans, and trucks owned or leased by livestock owners, etc. or livestock-related business workers that enter and exit livestock-related facilities for the operation and management of livestock breeding facilities shall be registered as vehicles accessing facilities.

* Vehicles parked in parking facilities outside the farm or parked in parking facilities with separate entrances to the farm shall be exempted from registration. However, if it is unavoidable that a vehicle enters the farm temporarily, it shall be given a marking from the head of the competent Si/Gun/Gu to allow entry, and if the head of the local government recognizes that it is difficult to install outside parking facilities, segmented parking facilities may be installed inside the farm.


D. Strengthen disease control standards for livestock owners, etc. (Attached Table 2-4 amended)

1) Analysis of cases of farms that failed to comply with the disease control standards and got infected with the highly pathogenic avian influenza in 2020/21 yielded the result that it is necessary to supplement the disease control standards of livestock owners, etc.

2) Prevent wild animals’ access around egg and manure conveyor belts connected to poultry breeding facilities, and establish clear disease control standards, such as periodic cleaning and disinfection of surrounding floors, etc.
