Reasons for Amendment

Following the fatality caused by an accident that occurred on April 26, 2022 in the course of maintaining a towing car at the Incheon International Airport, an investigation committee was formed and the “Supplementary Measures to Reinforce the Safety of On-the-ground Operations” was prepared on September 21, 2022. Additionally, as a follow-up measure to these supplementary measures, the Amendment intends to amend the standards to add to the Airport Operations Standards the details related to the operation of an investigation committee and the submission of a safety management report, etc. upon the occurrence of a serious accident. 

Major Provisions

A. Prescribe matters including the operation of an investigation committee, etc. upon the occurrence of a serious accident (Article 181, Paragraphs 6 and 7).

○ In case a serious accident occurs within the airport protection area, the competent regulatory institution shall operate an investigation committee and prepare preventive measures. Additionally, to prevent any recurrence, the entity that caused the serious accident shall submit a safety management report by inspecting its work sites and stating the matters that need to be improved.
