1. Reasons for Amendment
To follow
up on an incident where the KTX-Sancheon traveling on the Gyeongbu Line between
Daejeon and Gimcheon-Gumi came to a stop mid-service due to wheel damage and
axle disengagement (January 5), the Amendment strengthens design safety in the
manufacture of high-speed rolling stock by improving technical standards to
reflect the latest amendments to leading international standards.
2. Major Provisions
A. Expand
the list of materials that may be used (Part 3 Rolling Stock Components 1.
Wheels 4.2)
Allow the
use of crack-resistant new materials by adding them to the list of materials.
B. Specify
a maximum residual stress value for wheels (Part 3 Rolling Stock Components 1.
Wheels 4.2)
Add a
maximum value for residual compressive stress that occurs during wheel
manufacture, and add provisions requiring safety to be verified if the maximum
value is exceeded.
C. Newly
insert groove shapes to identify wear (Part 3 Rolling Stock Components 1.
Wheels 4.3)
Newly
insert provisions on the shapes of grooves that allow identification of the
extent of wear.
