1. Reasons for Amendment
The Amendment improves comprehensive
safety and sanitary inspections of youth training facilities carried out by the
Ministry of Gender Equality and Family and local governments. It adjusts the
amount of compensation under liability insurance for youth training activities
including lodging, etc. and youth training facilities to the level of other
disaster insurance. It also responds to the increase in foreign nationals
residing in Korea by prescribing grounds to collect personal information on
foreign nationals who participate in youth training activities, and clarifies
ambiguous expressions concerning safety standards for training facilities.
2. Major Provisions
A. Clarify the method of
comprehensive safety and sanitary inspections by specifying the inspection
method stipulated in the remarks of attached Table 1-2 in the main text, and
unify the disclosure method of inspection results (Article 11 (4) newly
inserted, (5))
B. Adjust the amount of compensation
under liability insurance for youth training activities including lodging, etc.
to the same level as disaster insurance money in accordance with the results of
the 2022 comprehensive evaluation of mandatory disaster insurance and the
recommended improvements, as the current compensation limit has been unchanged
since the Act was enacted in 2005 and there is a two-fold difference compared
to disaster insurance amounts under other statutes (Article 13, attached Table
2 Injury Types and Benefit Amounts, attached Table 3 Long Term Injury Types and
Benefit Amounts)
C. Respond to the increase in
foreign nationals residing in Korea by prescribing grounds to collect personal
information on foreign nationals who participate in youth training activities
including lodging, etc. (Article 33-2 (1))
D. Clarify ambiguous expressions on
emergency contact systems, etc. in safety standards for training facilities
(attached Table 1)
