1. Reasons for Amendment
The Amendment prescribes quality control
procedures for reinforcing bars and other steel materials, reflects amendments
to construction standards and Korean Industrial Standards, expands the scope of
duties of construction supervisors (construction project management engineers,
etc.) to require them to check quality inspection results, and otherwise
address a number of weaknesses that have emerged from the operation of the
current system.
2. Major Provisions
A. Newly insert the retention of records
concerning on-site quality control tests/inspections of reinforcing bars and
other steel materials, documents on the approval of materials suppliers, etc.
- Add “Hot Rolled Structural Beams” under
C. Steel Structures and “H-Beam Piles” under D. Temporary Equipment and
Materials of the Construction Quality Test Standards (attached Table 2)
- Prepare a materials checklist that
includes confirmation of the KS certification or non-KS certification of
reinforcing bars, H-beams, steel plates, steel wires, etc. (attached Form 15
newly inserted)
B. Incorporate the test specifications for
fresh and hardened concrete as per the standard specifications for concrete
(KCS 14 20 10)
- Testing frequency for fresh concrete
(temperature, slump, air content, chloride content)
: Every 150㎥ → Every 120㎥
- Testing frequency for fresh concrete
(unit quantity)
: As necessary → Once a day, once every
120m3, or every time the mix is changed
- Testing frequency for hardened concrete
(compressive strength)
: KS F 4009 for ready mix concrete and KCS
14 20 10 for non-ready mix concrete → Once a day, once every 120㎥ depending on the importance of the
structure and the size of the construction work, or every time the mix is
changed
C. Specify the frequency of static/dynamic
load tests to check the bearing capacity of the foundations of construction and
civil engineering works, bridges, etc., and add bidirectional load test items
(attached Table 2)
- Frequency of static and dynamic load

: As necessary → Not less than 1% of all
piles for deep foundations (at least one if there are fewer than 100 piles),
etc.
- Bidirectional load test: Add the test
method (KSF 7003), test frequency (construction specifications), etc.
D. Apply the amended KSF 4419 to the test
frequency of interlocking concrete blocks for sidewalks and roads (attached
Table 2)
: Apply new test frequencies for appearance
and size (general), flexural strength of porous blocks, porosity factor, and
thickness of colored layers
E. Add provisions requiring a construction
supervisor or construction project management engineer to check the quality
inspection register and confirm whether the test certificates have been entered
into CALS by the construction engineering service provider, construction
business operator, or registered housing constructor (Article 5)
F. Modify provisions in relation to
inspections of ready-mix concrete plants so that identification marks on cement
and admixture storage facilities and the on-site mixing method of the
operator’s cabin are examined according to actual circumstances
- Change type-based and manufacturer-based
inspections of storage facilities into type-based inspections, and modify
provisions to require confirmation of changes to the size or surface water of
aggregates in the on-site mixture
G. Amend provisions to require routine
inspections of ready-mix concrete and asphalt concrete materials suppliers to
be conducted by the client and construction supervisor together (Article 34)
H. Apply amendments to terms (construction
technology service provider → construction engineering service provider) in the
“Construction Technology Promotion Act” (rephrase provisions)
I. Clearly specify the scope of persons
required to obtain approvals of materials suppliers and report to the
contracting authorities (Article 32)
J. Define a client in these Guidelines as a
construction site project implementer (main contractor; Article 2), and
rephrase other provisions
- Clarify the definition of “client” in
these Guidelines to reduce confusion and address cases where persons who
request orders for government-furnished materials are specified as clients, and
modify a number of words that do not follow Korean grammar
- Delete duplicate items in the standards
for unit quantities used to calculate quality testing costs, and apply the
omissions (attached Table 4)
