1. Reasons for Amendment


The Amendment prescribes unique permission standards to reflect the properties of large radiation-generating devices prior to the enforcement (March 2023) of preliminary reviews of large radiation-generating devices. It also amends relevant rules to clarify a number of technical standards for which the regulatory requirements for radiographic testing were unclear.


 

2. Major Provisions


A. Improve standards on facilities that use or store radiation-generating devices (Article 32, Article 33)

Reflect reality in technical standards concerning the location of facilities that use or store small to medium radiation-generating devices that do not pose a risk of radioactivation.

Add shielding standards for air conditioning equipment, plumbing, wiring, and other parts that penetrate the shielding walls or shields of facilities that use radiation-generating devices.


B. Newly insert unique technical standards on large radiation-generating devices (Section 7, Articles 63-5 through 63-10)

Newly insert safety control standards for large radiation-generating devices in Section 7 ( Scope (Article 63-5) Facility Operation and Management (Article 63-6) Emergency Safety Devices (Article 63-7) Radiation Monitoring Devices (Article 63-8) Discharge Facilities (Article 63-9) Radioactive Waste Storage Facilities (Article 63-10)).


C. Clarify technical standards for radiographic testing (Article 58, Article 58-2)

Replace the various terms used for testing equipment with the single term “radiographic testing equipment,” and change the potentially confusing phrase “source that is no longer used” to “expired radiographic testing equipment.”

Specifically prohibit the arbitrary disabling and destruction of radiographic testing equipment at work sites to address frequent occurrences of such acts.


D. Improve the effectiveness of daily work volume reports of radiographic test clients (Article 57-4)

Amend the reporting requirement from “daily average work volume” to “maximum daily work volume for each team” and improve the reporting frequency in accordance with the aim of protecting employees from excessive work instructions issued by clients.
