1. Reasons for Amendment
This amendment aims to expand the scope of livestock to be examined and supplement the re-examination criteria for suspected infected cattle and livestock living with infected cattle and existing regulations, such as providing detailed environmental examination standards necessary for livestock re-entry in farms with the disease outbreak, in order to prevent the occurrence and spread of bovine tuberculosis and brucellosis.
2. Major Provisions
A. Adjust the scope of livestock to be examined for tuberculosis and brucellosis (Article 3)
- Allow excluding transactions due to changes in livestock owners on the same farm from the inspection of trading livestock.
- Add cattle raised by livestock traders to tuberculosis examination.
- Reduce the age subject to the examination for cattle raised or traded in areas where the Minister of Agriculture, Food and Rural Affairs or Mayors/Do Governors deem that inspection is necessary due to the occurrence of tuberculosis or brucellosis and for cattle suspected of infection in epidemiological investigations (12 months or more → six months or more).
- Allow the head of an investigation center to conduct a DNA identity test for individual identification of livestock and livestock products if necessary.
B. Supplement tuberculosis and brucellosis reexamination criteria (Articles 7 and 12)
- Provide grounds for the examination of cattle suspected of epidemiological infection, such as cattle that have been moved to other farms within the past 12 months from a farm with the disease outbreak.
- Allow the head of an investigation center to adjust examination subjects or the number of tests in consideration of the outbreak situation of infected cattle, the examination history of epidemiologically related cattle, etc.
C. Supplement and reflect the necessary measures for infected cattle, etc. (Article 15)
- Require the head of an investigation center to input the results of measures for infected cattle, etc. into the Korea Animal Health Integrated System (KAHIS).
- Allow the head of an investigation center to suggest the culling of the whole head population in a farm with brucellosis, if necessary for quarantine reasons as a result of epidemiological investigations and close examinations.
* Previously, it was possible to suggest the culling of the whole head population only when there was miscarriage or stillbirth of an infected cow, the disease occurred more than three times, or more than 1/3 of the number of breeding heads were infected.
- Require the head of an investigation center to input the results of epidemiological investigation into the Korea Animal Health Integrated System (KAHIS).
D. Provide detailed standards required for environmental examination, such as environmental inspection sample collection required before livestock re-entry in farms with brucellosis (Article 20 and Attached Table 1)
