1. Reasons for Amendment and Major Provisions
This amendment aims to improve and supplement a number of shortcomings in the operation of the current system, such as admitting an exception to the installation of intermediate handrails when handrail posts are tightly installed and allowing the scaffolding column spacing to be widened regardless of the type of work where safety is secured through structural review in order to reasonably relieve the employer's obligation of safety measures to the extent of not undermining the safety of workers and also aims to prevent accidents by increasing the understanding and acceptance in sites and encouraging voluntary compliance by deleting safety standards that disconnects with the reality of work at recent construction sites, such as scaffolding steel pipes and how to connect timber, and by reorganizing safety standards related to collapse in general, including the enhancement of the compatibility of beam-type formwork and excavation slope safety standards with related laws and regulations, in consideration of the continuous occurrence of major accidents such as the collapse at the construction site of an apartment building in Hwajeong-dong, Gwangju. (in Jan. 2022, six deaths), and the collapse of a logistics center in Anseong (in Oct. 22, three deaths).
