1. Reasons for Enactment
Since motor vehicles and infrastructure are exposed to various communication threats in a cooperative autonomous driving environment, such as hacking, the infringement of personal information, and the mis-transmission of data, it is necessary to secure its security; thus, this amendment aims to establish a certification management system in order to allow communication only for motor vehicles and infrastructure for which certificates have been issued and specify in detail matters related to cooperative autonomous driving certification work, such as methods/procedures for certification, facility standards for certification authorities, and the validity period of certificates.
2. Major Provisions
A. Prescribe duties and roles of certification management center, certification authority, and verification authority (Articles 4 through 7)
- Prescribe that the role of the certification management center shall be certificate issuance/management, information and records maintenance, and education related to certification work.
- Certification authorities shall perform tasks such as the issuance, renewal, and cancellation of subscriber certificates, verification of certificate validity, inspection of affiliated organization's business conditions and recommendations for improvement, and have obligations to publicize information.
- Verification authorities shall analyze and verify abnormal behavior information and manage abnormal behavior information and records.
B. Matters on subscribers (Articles 8, 18, and 19)
- Certification/verification authorities have an obligation to protect subscriber information.
- Subscribers shall have an obligation to provide accurate information to certification authorities when applying for the issuance, reissuance, or revocation of certificates or when information is changed.
- Responsibility for damage or loss arising from providing false or incorrect information.
C. Form and operate a cooperative autonomous driving certification council (Article 11)
- Discuss policies for certification operation, system improvement/maintenance, institutional interconnection, etc.
D. Cooperative autonomous driving certificate (Articles 13 through 15)
- Classify the types of certificates into certification agency certificates, registration certificates, and security certificates and stipulate the validity period and validity of the certificate.
E. Cooperative autonomous driving certification work (Articles 16 and 17)
- Certification authorities shall go through the process of verifying subscribers’ identities and in principle, issue certificates to those who directly apply online.
F. Facility standards and information management methods (Articles 20 and 21)
- Detailed standards for facilities and equipment that certification authorities and verification authorities shall have.
- Stipulate management methods such as technical, managerial, and physical measures to be taken to ensure the safety of facilities, equipment, and information.
