1. Reasons for Proposal

This amendment aims to improve upon a number of weaknesses that have emerged in the operation of the current system such as establishing a distribution-sale business of drinking deep sea water and improving the method of imposing surcharges in cases of overdue deep sea water usage fees and charges.

2. Major Provisions

A. Newly insert a distribution-sale business of drinking deep sea water (Articles 2, 27, 51, 55, etc.)

ㅇ Newly insert a new definition of distribution-sale business of drinking deep sea water and reporting procedures, etc. and add distribution-sale business entities of drinking deep sea water to the list for prohibiting or restricting advertisements.

B. Improve the method of imposing surcharges in the case of overdue usage fees or charges (Articles 39 and 41)

ㅇ Newly insert provisions on the imposition of surcharges in cases of overdue usage fees and reduce the burden of short-term delinquents by converting the calculation standard for fixed amount/monthly charge arrears to a method of calculating and imposing on a daily basis.
