1. Reasons for Amendment
As the supply of domestic electric vehicles expands and the number of vehicle models continues to increase, the need to accurately convey information about the efficiency level of electric vehicles to consumers is increasing.
Therefore, this amendment aims to improve the convenience of motor vehicle consumers by supplementing and improving the deficiencies that have emerged in the operation of the current system, such as establishing the range of motor vehicles that should be marked with energy consumption efficiency and ratings by reflecting the latest market conditions, making electric vehicles display efficiency ratings (ratings 1 to 5) based on combined energy consumption efficiency, revising the label designs for motor vehicle energy consumption efficiency and ratings, and reorganizing the procedure for issuing motor vehicle energy consumption efficiency and the rating report confirmation.
2. Major Provisions
A. Remove the upper limit condition of gross vehicle weight from the range of vehicles subject to energy consumption efficiency and rating labeling (Article 2 (1)).
B. Clarified the definition of electric vehicles subject to energy consumption efficiency and rating labeling (Article 3 (4)).
C. Newly insert rating standards in conformity with the energy consumption efficiency of electric vehicles, and oblige manufacturers to report and label electric vehicle energy consumption efficiency ratings (Article 9 (1), Article 10 (1), and Attached Table 4).
D. Specify the deadline for issuance of the energy consumption efficiency/rating report confirmation and the content that can be reported and confirmed by motor vehicle category (Article 9 (4) and (5) and Attached Forms 5, 5-2, 5-3, and 5-4).
E. Revise the motor vehicle energy consumption efficiency/rating label design and drawing laws to strengthen uniformity with the labeling of efficiency ratings of electric vehicles and other efficiency management machinery, equipment, or materials (Attached Table 5 and Attachment of Attached Table 5).
F. Require indicating the efficiency rating when electric vehicles are advertised with energy consumption efficiency and ratings in advertising media (Attached Table 7).
