1. Reasons for Amendment

Expand export-controlled items to Russia and Belarus and update the list of strategic items.

2. Major Provisions

A. Add 741 situational permission items for export control to Russia and Belarus through international cooperation.

B. Reflect changes such as the establishment and deletion of strategic items agreed upon in the four major international export control systems (WA, NSG, MTCR, AG) in 2022.

C. Improve procedures such as exemption from “submission of an end-user pledge” for overseas satellite launch agencies.
