1. Reasons for Amendment

This amendment aims to promote the improvement of user welfare and development of the broadcasting industry by applying new digital technology (FM sound sync-broadcasting, RDS2) to radio broadcasting, which has remained in analog broadcasting.



2. Major Provisions

Newly insert subparagraphs 52 and 53 in paragraph 1 of Article 3 as follows:

53. “FM sound sync-broadcasting” refers to simultaneous broadcasting of the same program by using the same frequency by one or more FM broadcasting stations whose broadcasting areas are adjacent or partially overlapping.

54. "Radio Data System 2 (RDS2) optional service" refers to an optional service in which a digital data service is added to the audio service of frequency modulation (FM) broadcasting in accordance with the international standard IEC62106-1.



Amend item (a) and newly insert item (e) in Article 7 (1) 14 as follows:

A. Any type of modulation method shall be allowed to be used for subcarriers of FM broadcast optional service; provided that the modulation method of RDS2 optional service shall be 2PSK. 

E. The RDS2 optional service shall comply with items (a), (b), (c), and (d), and the detailed conditions of the subcarrier shall satisfy the international standard ISO/IEC 62106-1.

(1) For monotonic broadcasting, the center frequencies of the subcarrier baseband shall be 57 kHz, 66.5 kHz, 71.25 kHz, 76 kHz, and the allowable deviation shall be within (±)6Hz.

(2) For stereophonic broadcasting, the center frequencies of the subcarrier baseband shall be 57 kHz, 66.5 kHz, 71.25 kHz, 76 kHz, and the allowable deviation shall be within (±)2 Hz.



Paragraph (2) of Article 7 shall be changed to paragraph (3), and paragraph (2) shall be newly inserted as follows:

(2) For FM broadcasting stations that perform sync-broadcasting, the center frequency difference between broadcasting stations shall be less than 2 Hz, and the maximum frequency deviation difference shall be less than 1 kHz and satisfy the criteria of paragraph (1).
