1. Reasons for Amendment

○ Motor vehicle sellers should achieve the annual targets of supplying low-emission and zero-emission vehicles in accordance with Articles 58-2 and 58-3 of the Clean Air Conservation Act.

○ As the annual low-emission vehicle and zero-emission vehicle supply target period (2021-2022) of the current Notice ended, this amendment aims to ensure the effectiveness of the system by setting new supply targets (for the period of 2023-2025) and at the same time, reflecting changes in conditions during the period and supplementing the flexibility system to alleviate the burden on motor vehicle sellers.

2. Major Provisions

A. Set annual low-emission and zero-emission vehicle supply targets (Attached Table 1).

B. Newly insert detailed methods for transaction/redemption of supply performance, a flexibility system (Articles 6 and 7).

C. Clarify the applicable subjects, extend the application period for the use/conversion of performance, and alleviate the criteria for supply performance (Article 2 and Attached Table 3).
