1. Reasons for Amendment
This amendment aims to promote efficient work by improving and supplementing the standard quantity table for the Criteria, Approval Procedures, and Methods for Exclusion from the Attachment of Plant Quarantine Certificates among Plants for Planting or Propagation(Notice No. 2019-58 of the Animal and Plant Quarantine Agency).
2. Major Provisions
A. Adjust the standard quantity table for exclusion from the attachment of a quarantine certificate (Article 2 (1))
○ Exclude seedlings with a high risk of inflowing pests from the standard quantity table.
- Since banned pests (Radopholus similis) and controlled or provisionally regulated pests are continuously detected during the quarantine process in seedlings that have received prior approval to exclude the attachment of plant quarantine certificates, the attachment of plant quarantine certificates is required (control of pest and country of origin) even in small quantities.
- Even if banned pests are detected, there is no official quarantine certificate, so it is difficult to actively respond to measures such as identifying the circumstances of the other country, requesting the prevention of recurrence, and restricting (prohibiting) imports.
○ Add mushroom spawn, potatoes/sweet potatoes, and pollens or spores for pollination that are not in the standard quantity table to the standard quantity table
○ Specify items that are not listed in the standard quantity table, such as seedlings, as objects to be attached with a quarantine certificate to enhance the understanding of civil petitioners.
B. Newly insert remarks in the standard quantity table and a paragraph to explain detailed application (Article 2 (1) and (2))
○ In the current “note),” for references, a note is inserted/placed under the standard table, and for detailed application matters, a separate paragraph is newly inserted and the contents are clarified after moving them.
○ If it is difficult to check the net weight due to micro form, etc., establish a new standard quantity application example.
C. For items that have been pre-approved, limit them to items that can be changed (Article 3 (2))
○ Among the details of approval, importers are the subjects of the application and not subjects to change, so delete them and leave only quantities that can be changed.
D. Reflect the grounding regulations for the review period (Article 8)
○ Reflect the name of the Regulations on the Issuance and Management of Directives and Established Rules, Presidential Directive, which is the basis for the review period, in the article.
