1. Reasons for Amendment
The Amendment newly inserts a definition of and standards for low-methane feed, incorporates decisions from the second session of the Feed Process Review Committee, including the addition of new substances and exemptions from compulsory washing to prevent cross-contamination, changes and deletes relevant provisions, and modifies wording that does not match current requirements, thereby aiming to promote public convenience.
2. Major Provisions
A. Newly insert a definition of and standards on low-methane feed (Article 2, subparagraphs 6 and 7, attached Table 26 newly inserted, Article 8 (1), attached Table 15 amended)
B. Delete relevant provisions in accordance with the deletion of Article 4, subparagraph 2 and Article 5, subparagraph 2 of the Standards and Specifications for Feed, etc. (Article 8 (2), proviso of Article 9 (1) deleted)
C. List feed processes for new substances (attached Table 1, attached Table 2, attached Table 5, attached Table 6 amended)
D. Reflect changes made to the titles of relevant regulations such as the “Food Standards and Specifications,” delete attachments/references in [Table 3-2], and newly insert provisions on website posts (Article 7 (2), attached Table 3-2, attached Table 15 amended)
E. Delete relevant provisions in accordance with the deletion of [Table 10] (attached Table 15 amended)
F. Exclude hydrolyzed porcine intestinal mucosa products from compulsory washing to prevent cross-contamination (attached Table 7 amended)
G. Change allowable limits for heavy metals in mixed feed ingredients/supplementary feed (attached Table 16 amended)
H. Add analytical methods for feed standards (attached Table 25 amended)
I. Clarify ambiguous wording and delete overlapping provisions (Article 9 (10) deleted, Article 9 (5), Article 12 (6), attached Table 10-2, attached Table 11, attached Table 12, attached Table 14, attached Table 15 amended)
J. Use the term “companion animal” (Article 3, subparagraph 2, attached Table 3, attached Table 3-3, attached Table 13, attached Table 15 amended)
K. Amend provisions to prescribe that single-cell proteins shall only be labeled with the strain name and that impurities shall be excluded from the registered components for mixed feed ingredients that use fats and oils to reflect the fact that the strain of a single-cell protein is inactivated and that when fats and oils are used for mixed feed ingredients, all other solids are analyzed as impurities (attached Table 11 amended).
L. Prescribe in attached Table 21 content limits for certain components separately specified in attached Tables 11 and 12 (attached Table 21 amended).
