1. Reasons for Amendment

The Amendment introduces slope buffer areas for parking lot slopes to enhance parking lot safety. It newly inserts detailed installation standards on parking lot access road alarms to improve pedestrian safety on parking lot access roads. It also clarifies parking lot turning radius requirements to eliminate confusion in design and construction approvals, and otherwise modifies structural/facility requirements for parking lots.

2. Major Provisions

A. Introduce slope buffer areas for parking lot slopes (Article 6 (1) 5 (e) newly inserted)

Prescribe that a buffer area with a longitudinal gradient of not more than 8.5 percent for linear sections and not more than 7 percent for curved sections shall be installed at the start and end points of the slopes of underground or building-type off-road parking lots.

B. Introduce detailed installation standards for parking lot access road alarms (Article 6 (1) 10 amended)

Prescribe that an alarm shall be installed at a location visible to pedestrians within 3 meters from the entry to an off-road parking lot.

C. Clarify turning parking lot turning radius requirements (Article 6 (1) 5 (b) amended)

Specify that curved sections subject to turning radius requirements for underground or building-type off-road parking lots shall be limited to slopes.

D. Introduce grounds to install dedicated parking areas for motorcycles (Article 11 (7) newly inserted)

Prescribe that where deemed necessary after considering the local parking environment, heads of Si/Gun/Gu may specify in the municipal ordinance of the Si/Gun/Gu matters necessary for the installation of dedicated parking areas for motorcycles in annexed parking lots.
