1. Reasons for Amendment
This amendment aims to improve and supplement some deficiencies that have emerged in the operation of the current system, such as comprehensively improving procedures and forms related to filing move-in reports, providing grounds for establishing an address change notification service with which residents can be notified of their address change, and allowing applicants to choose whether they indicate deleted persons or persons registered with unknown domicile in the certificate of a moved-in household, in order to prevent false move-in reports and provide materials for quickly identifying the whereabouts of households in critical welfare situations.
2. Major Provisions
A. Improve the move-in filing system to prevent false move-in reports (Articles 18, 23, 23-2, 39-2, and 60-2 revised)
- Stipulate that the signature or seal of a resident moving in be obtained if the previous householder and the current householder file different move-in reports.
- Establish provisions on how to verify the identity of a reporter and a resident moving in when filing a move-in report.
B. Improve the notification service for filing move-in reports, etc. (Articles 20, 24-2, 41-2, and 60-2)
- Add a notification service application form to the moving-in report so that people can easily apply for the notification service.
- Establish an address change notice service.
- Stipulate that people can receive notifications other than text messages.
C. Add space in the move-in report for the contact information of the household member (Forms 15-2 and 15-3)
- Add a space in the move-in report for the contact information of a resident moving in.
- Add an explanation that the original ID of a resident moving in must be submitted if the reporter is not the spouse or lineal blood relative of the resident moving in.
- Add an explanation on “Relation to the Householder” in the move-in report.
D. Improve the certificate of a moved-in household (Articles 49-2 and 60 revised)
- Allow choosing and issuing whether to indicate deleted persons or persons registered with unknown domicile in the certificate of a moved-in household.
- The State or local governments may omit the submission of an identification document when requesting or issuing a certificate of a moved-in household for public affairs.
E. Improve the certificate for the fact-finding survey, and establish a certificate for the follow-up verification (Article 15 revised)
- Delete the space for filling in the address, date of birth, and gender of a person who carries out the fact-finding survey and add the validity period in the certificate for the fact-finding survey.
- Establish a certificate for a person who carries out the fact-finding survey.
F. Special provisions for addresses of persons exempted from ex officio measures (Article 30 revised)
- Stipulate that local governments can transfer the addresses of those exempted from ex officio measures to administratively managed addresses (Eup/Myeon/Dong office) if it is confirmed that a person does not reside in a registered domicile.
G. Other system improvements (Article 6-2 revised)
- Stipulate that only a foreigner whose family relations have been confirmed through the “family relations register” can be recorded on the certified copy of a resident registration record card.
- Add the Small Enterprise and Market Service to “financial companies, etc.” that can receive a certified copy or an abstract of a resident registration record card if a financial company demonstrates a legitimate interest.
- Modify the wording in the form of the notice on the issuance of a resident registration certificate as new resident registration cards can be issued anywhere in the country.
