1. Reasons for Amendment

The Amendment adds a number of hair dye ingredients to the list of raw materials prohibited from use in cosmetics based on risk assessment results, including the current situation in other countries, in accordance with Article 8 of the Cosmetics Act, and otherwise aims to strengthen safety control of cosmetics and protect the health of the public.

2. Major Provisions

A. Add raw materials prohibited from use in cosmetics and strengthen usage restriction requirements (attached Tables 1 and 2)

Add seven hair dye ingredients, including 2-amino-4-nitrophenol, to the list of raw materials prohibited from use in cosmetics, and lower the maximum concentration limit for two hair dye ingredients, including 2,4-diaminophenol HCl, when used in cosmetics.
