1. Reasons for Amendment
As helicopter safety risks, such as recent private helicopter accidents and fatalities, increase, this amendment aims to strengthen training for pilots who perform special missions such as extinguishing forest fires and flight with non-duty cargo as part of safety measures to mitigate related risks and secure safe flights.
2. Major Provisions
A. Change the validity period to April 30, 2026 (1.1.2.1).
B. Newly insert definitions for special missions such as forest fire extinguishing and non-duty cargo transportation (2.1).
C. Require aircraft-use business entities for new helicopter pilots to complete initial flight training before engaging in special missions, and for existing pilots to complete regular training for special missions every 12 months (7.2.8.A, 7.2.14, and Attached Table 7.2.14).
D. Require aircraft-use business entities to conduct education and training for those who perform on-site safety guidance work on the ground and put them into work when making a flight with non-duty cargo (9.1.6).
E. Ease the basic training hours (40→32 hours) of company procedures indoctrination set at the same level as the air transportation service. Basic training hours has been reduced to 20 hours only for those with experience in the air transportation service, but the same applies to those with experience in other aircraft rental service providers (Attached Table 7.2.2).
