1. Allow smart orders from downtown duty-free shops and aviation/ship operators
○ (Current) Downtown duty-free shops and aviation/ship operators are unable to sell liquors at licensed locations since the sales stores and pick-up points are separated* according to laws, etc.
*Article 196-2 [Special Cases concerning Delivery of Downtown Bonded Store Sites] of the Customs Act.
Introduce a smart order system for downtown duty-free shops to enhance the convenience of citizens using duty-free shops and strengthen the global competitiveness of the duty-free industry.
○ (Revised) Allow duty-free liquors to be pre-ordered and paid for through mail-order sale means, such as websites of downtown duty-free shops and aviation/ship operators, and collected at the pick-up points in departure halls or on flights or ships.
2. Add the “I Love Gohyang” site to the Ministry of the Interior and Safety as a means of mail-order sales
○(Current) Since the website operated by the Ministry of the Interior and Safety under the Hometown Love Donation Act is not designated as a means of mail-order sales, local traditional liquors cannot be purchased as return gifts for donations.
○(Revised) Add “I Love Gohyang (ilovegohyang.go.kr)” of the Ministry of the Interior and Safety to the means of mail-order sales of liquors and allow the purchase of traditional liquors as return gifts.
3. Designate dry areas to which restaurant business entities are prohibited from delivering liquors
○(Current) The National Health Promotion Act (Article 8-4) stipulates that local governments can designate dry areas by municipal ordinance from June 2021 to actively prevent and create an environment for protection against alcohol abuse and dependence.
○(Revised) Strengthen regulations so that restaurant business entities cannot deliver liquors to places designated as dry areas* by municipal ordinance of local governments.
* Children's parks, children's amusement facilities, urban parks, schools, youth training centers, etc.
