1. Reasons for Amendment

This amendment aims to improve and supplement shortcomings that have emerged in the operation of the current system such as expanding the types of timber products with carbon storage indication according to the changes in the climate change response era, the Minister of the Korea Forest Service determining the details in order to resolve the difficulties of local governments and timber producers in registering and managing the timber production business, clarifying the basis for support by the State and local governments, and applying the cumulative number of sanctions to prevent excessive administrative disposition.

2. Major Provisions

 A. Expand the types of timber products with carbon storage indication (Article 14 (1))

- Expand the types of timber products with carbon storage indication from only 15 products to all timber products using domestically harvested wood, excluding those for fuel.

 B. Provide the basis for the detailed standards for the registration management of the timber production business (Article 24 (4))

- Stipulate that the details of the registration and management of the timber production business are determined by a public notice by the Minister of the Korea Forest Service.

 C. Clarify the basis for financial support by the State and local governments (Article 30 (3))

- To clarify the basis for supporting projects related to the improvement of indoor and outdoor environments currently in progress using timbers.

 D. Provide criteria for applying the cumulative number of sanctions to prevent excessive administration disposition (Attached Tables 1-6, 1-8, 1-9, 3, 4-2, and 6)

- Provide criteria for applying the cumulative number of sanctions for aggravated sanctions to prevent excessive administration disposition.
