1. Reasons for Amendment

The Amendment includes controlled substances designated by the United Nations and temporary narcotics whose dependence, etc. has been established within the scope of narcotic drugs or psychotropic substances.

2. Major Provisions

A. Increase the scope of narcotic drugs and psychotropic substances (attached Tables 2, 3, and 6)

Prescribe that 4 substances designated as narcotic drugs by the United Nations, including etazene, shall be included within the scope of narcotic drugs, and that 4 substances designated as psychotropic substances by the United Nations, including clonazolam, and 16 temporary narcotics whose physical or psychological dependence has been established, including 4-fluoroethylphenidate, shall be included within the scope of psychotropic substances.
