1. Reason for Amendment

The Road Traffic Act was amended (Act No. 19357; promulgated on April 18, 2023; enforced on October 19, 2023) to prescribe grounds for delegation so that standards for outdoor mobile robots that move along sidewalks are prescribed in the Ordinance of the Ministry of the Interior and Safety. Accordingly, this Amendment

prescribes standards for outdoor mobile robots, improves convenience for the public with the new insertion of a conditional Class I drivers’ license for ordinary motor vehicles with automatic transmissions, and otherwise addresses and improves upon a number of weaknesses that have emerged from the operation of the current system.



2. Major Provisions

A. Prescribe standards on outdoor mobile robots that are permitted to move along sidewalks (Article 2-4).


B. Prescribe a signage format for older drivers, etc. (Article 10-2, attached Table 8-3).


C. Newly insert a conditional Class I drivers’ license for ordinary motor vehicles with automatic transmissions (attached Tables 20, 32, etc.).
