1. Reasons for Amendment
Continuous outbreaks of zoonoses and various other diseases in wild animals are resulting in human casualties and financial losses and accordingly, this Amendment newly inserts a quarantine system for wild animals to eliminate quarantine blind spots regarding wild animals and otherwise aims to prevent the inflow of wild animal diseases from overseas.
2. Major Provisions
A. Prescribe wild animal diseases subject to quarantine pursuant to subparagraph 8-2 of Article 2 of the Act (Article 4-3 newly inserted).
B. Change information disclosers under Article 34-8 (1) of the Act (Article 44-6 amended).
C. Prescribe details concerning education for the appointment of wild animal quarantine officers pursuant to Article 34-13 of the Act (Article 44-13 newly inserted).
D. Prescribe details concerning the credentials and allowances, etc. of wild animal quarantine inspectors pursuant to Article 34-13 of the Act (Article 44-14 newly inserted).
E. Prescribe the scope of designated objects for quarantine pursuant to Article 34-14 of the Act (Article 44-15 newly inserted).
F. Prescribe exceptional import permission procedures, orders to take measures, and compliance periods for prohibited imports under Article 34-15 of the Act (Article 44-16 and Article 44-17 newly inserted).
G. Prescribe detailed procedures for import quarantine and matters concerning the issuance of quarantine certificates, etc. pursuant to Articles 34-17 through 34-20 of the Act (Articles 44-18 through 44-22 newly inserted).
H. Prescribe details concerning the designation, etc. of places of quarantine pursuant to Article 34-21 of the Act (Article 44-23 newly inserted).
I. Prescribe standards for administrative disposition for places of quarantine pursuant to Article 34-21 (7) of the Act (Article 44-24 newly inserted and [Table 12] amended).
J. Prescribe matters concerning the management of designated objects for quarantine pursuant to Article 34-22 of the Act (Article 44-25 newly inserted).
K. Prescribe details concerning the disposition of disqualified objects pursuant to Article 34-23 of the Act (Article 44-26 newly inserted).
