1. Reason for revision
○ To improve administrative efficiency, three notices* concerning organic agricultural materials with similar administrative characteristics are consolidated into and operated as one notice called “Organic Agricultural Materials Disclosure Regulations.”
* Organic Agricultural Materials Disclosure Standards (revised), Guidelines for the Follow-up Management of Organic Agricultural Materials and Disclosed Business Operators (to be abolished), Organic Agricultural Materials Information System Operation and Management Regulations (to be abolished)
2. Main contents
○ Renamed “Organic Agricultural Materials Disclosure Regulations” based on the consolidation of notices
○ Relevant grounds and definitions of terms added based on the consolidation of notices (Article 1, Article 2 of the Draft)
○ Documents to be submitted for disclosure review and approval of changes are simplified— only documents certifying the relevant contents are to be submitted (Article 5 of the Draft)
○ The criteria for changing the source of raw materials are revised within the extent appropriate for the disclosure standards (Article 6 of the Draft)
○ Grounds are provided for applying analytical methods recognized by the Director General of the National Agricultural Products Quality Management Service (NAQS) as an inspection method for organic agricultural materials in addition to the publicly notified analytical methods (Article 8 of the Draft)
○ The management method for imported raw materials is improved so that the cause of nonconformity can be identified (Article 15 of the Draft)
○ Critical provisions of the notices to be abolished are being transferred (Articles 16 through 20, Article 21 of the Draft)
○ Establishing Grounds are provided for the NAQS Testing and Research Institute to determine the results when test results vary among testing laboratories (Article 17 Paragraph 3 of the Draft)
○ Methods for publicizing directive orders delegated by the Rules are added (Article 18 Paragraph 7 of the Draft)
○ The kinds of information to be published are specifically defined, and the periods for publication delegated by the Rules are extended (Article 21 of the Draft)
○ Provisions are newly inserted for outsourcing the production of organic agricultural materials, toxicity assessment for water fleas and honeybee toxicity review standards are improved, and certification of analysis report of oil cake of castor bean is extended (Table 1 of the Draft)
○ Labeling wording is revised based on the honeybee toxicity test results (Table 2 of the Draft)
○ Methods for collecting testing samples are improved (Table 7 of the Draft)
○ Appeal procedures are provided for filing objections against orders to be recalled, abolished (Table 8 of the Draft)
○ Contents of English-language disclosure form are modified (Appendix 1 Form of the Draft)
○ Forms are added for transferring and consolidating the public notices (Appendix 4 through 15 of the Draft)
