1. Reason for revision
With the Telecommunications Business Act (Law No. 19545, promulgated on July 18, 2023, implemented on July 19, 2024) revised in order to prevent the expansion of disaster accidents and damages to human life and properties by making it mandatory to connect mobile communication equipment with the emergency power source of the building for proper operation during disasters, the aim is to prescribe matters such as the range of buildings requiring connection between mobile communication equipment with emergency power source delegated by laws and matters necessary to implement them.
2. Main contents
A. Exemption from the obligation to install reserve power equipment for connection with emergency power source (Revision of Article 10.2 of the Draft)
It is prescribed that facilities-based telecommunications business operator may not install reserve power equipment if mobile communication equipment is connected with emergency power source in accordance with Article 69-2.2 of the Telecommunications Business Act.
B. Range of buildings requiring connection of mobile communication equipment with emergency power source (Establishment of Article 17-2.4 of the Draft)
Buildings requiring connection of mobile communication equipment with emergency power source under Article 69-2.2 of the Telecommunications Business Act are deemed to have applied for construction permissions after July 19, 2024 under Article 11 of the Building Act among multipurpose buildings (excluding buildings constructed in housing complexes) under Article 2 Item 17 of the Enforcement Decree of the Building Act.
