1. Reason for enactment

Detailed guidelines are being defined for the target items, procedures and scope of documents to be submitted for the certification of temporary standards, and specifications of cleansing and hygiene products pursuant to Article 10 (2) of the Cleansing and Hygiene Products Control Act and Article 17-2 of its Enforcement Rules.

2. Main contents

a. Purpose of Enactment (Article 1 of the draft)

The Guidelines are designed to provide the target items, procedures and scope of documents to be submitted for the certification of the temporary standards, and specifications of cleansing and hygiene products.

b. Scope of Application (Article 2 of the draft)

The proposed temporary standards and guidelines will be applied to cleansing and hygiene products made of new materials that have not been included in the notices published by the Minister of Food and Drug Safety pursuant to Article 10 (1) of the Cleansing and Hygiene Products Control Act.

c. Application Method (Article 3 of the draft)

This Article provides the application method for temporary standards and specifications of cleansing and hygiene products, scope of information or materials to be submitted, and guidelines for their creation.

d. Requests for Certification, Modification, and Supplementation (Articles 4 to 6 of the draft)

1) This Article provides the procedures for certification of temporary standards and specifications, processing period, and issuance and modification of certificates of temporary standards and specifications after technical review by the Minister of Food and Drug Safety.

2) It also provides the period for supplementation in cases where supplementation may be requested or rejected.
