1. Reason for enactment

The proposed Guidelines are designed to provide the detailed guidelines necessary for the smooth maintenance and management of information and communication facilities installed in buildings as a system has been newly introduced (Information and Communications Construction Business Act, Law No. 19546, 2023.07.18. partially revised on 2024.07.19. implemented on 2024.07.19.) for the maintenance and management of information and communication facilities to ensure the safety of the public and smooth provision of information and communication services.

2. Main contents

a. Definition of terms used in the Notice and scope of application (Article 2 and Article 3 of the draft)

b. General guidelines necessary for maintenance and management and performance inspection defined (Article 5 of the draft)

c. Information and materials to be provided by the management entity (Article 6 of the draft)

d. Details that the management entity is supposed to develop for the plans for maintenance and management and performance inspection (Article 7 of the draft)

e. Stipulates the inspection targets, methods, and interval of the maintenance and management of information and communication facilities, also stipulates the necessary measures in case of system failure (Article 8 of the draft and Table 1) 

f. Stipulates the method, contents, and price of entrusting maintenance and management services (Article 9 of the draft and Table 3) 

g. Stipulates the items, methods, and interval of performance checks of information and communication facilities, and technical personnel to be hired if the management entity checks performance directly (Article 10 of the draft)

h, Stipulates the qualifications of persons who can perform performance checks on behalf of the management entity and price of performance-checking services (Article 11 of the draft and Table 3)
