1. Reason for proposal
a. Partial revision to the Enforcement Rules are necessary to define specifically the institutions and systems whose definition has been newly delegated to the Enforcement Rules based on the revision of the Marine Science and Technology Promotion Act (Implemented in September 2024), including the agencies to support the joint utilization of marine and fisheries research infrastructure, common information management systems, and those related to the verification of new technology-applied product.
2. Main contents
a. A new provision is being inserted for stipulating the requirements for the agencies specializing in supporting the joint utilization of marine and fisheries research infrastructure (Establishment of Article 3 of the draft)
b. A new provision is being inserted for delegating the relevant matters such as scope of information to collect, processing time, method, and procedure for the integrated management system of marine and fisheries R&D information to the notice (Establishment of Article 4-2 of the draft)
c. Clauses or phrases are revised for those related to methods and uses for new technology certification in order to distinguish the methods between those for new technology certification and certification marking methods for new technology-applied products and facilities (Revision of Article 10 of the draft)
d. Ground provisions are newly inserted for detailed procedures for the application, assessment, issuance of certification, extension application, etc. for the application for certification of the new marine and fishery technology-applied products and facilities (Establishment of Article 11 of the draft)
