1. Reason for Revision
The proposed revision is designed to improve and supplement certain shortcomings in the operation of the current system by establishing a subordinate legislation regarding the standards for assigning specialized educational nurses and other related matters delegated to the Ministry of Health and Welfare Ordinance due to the revision to the Medical Service Act (Article 41-2, May 2023), and by establishing the basis for patients suffering from serious diseases to preferentially use integrated nursing and care services.
2. Main Contents
a. Provisions to enable patients suffering from serious diseases to preferentially use integrated nursing and care services (Subparagraph 4 of Article 1-4 of the draft)
- The revision contains provisions that enable hospitalized patients with a severe illness and patients with a severe physical or cognitive impairment to preferentially use integrated nursing and care services.
b. Establishment of qualifications for specialized educational nurses and the criteria for their placement by type of hospital (Newly established Article 39-19 of the draft)
- The revision stipulates that specialized educational nurses must have clinical experience of more than 2 years at a hospital or higher-level medical institution and must have completed the education prescribed by the Public Notice.
- The revision provides differentiated placement criteria according to the type and size of the medical institution.
