1. Reason for revision

It aims to improve and supplement the current system and matters necessary for the enforcement of the Environmental Health Act, which has been amended (promulgated on March 19, 2024) to provide legal grounds for promoting the support projects of environmental health coupons for sensitive and vulnerable groups.

2. Main contents

a. Establishment of provisions related to the operation of environmental health coupons (Articles 13-5 to 13-10 of the draft).

- Establishment of regulations concerning issuance targets, application and issuance of environmental health coupons, construction and operation of an e-coupon system, designation guidelines and perform tasks of dedicated agencies, and administrative dispositions and fines for violations of designation guidelines by dedicated agencies.

b. Addition and establishment of new provisions on the delegation and entrustment of authority and duties (Newly established in Article 22 (9) of the draft).

- Establishment of provisions for the delegation of duties, such as task for the issuance of environmental health coupons to dedicated agencies that carry out environmental health support projects. 

c. Deletion and establishment of new provisions on the handling of sensitive information and unique identification information (subparagraph 8 of Article 22-2 of the draft).

- Establishment of office provisions for conducting surveys on environmental-health vulnerable groups and for issuing of environmental health coupons.
