1. Reason for Revision

The proposed revision specifies the requirements and procedures for designating precision inspection institutions and preventive observation institutions and the records that farmers must create and keep, in accordance with the revision of the Plant Protection Act.


2. Main Contents

A. The revision establishes the grounds for the requirements, procedures, and renewal of designation, as well as changes to designation matters and inspection tasks and procedures, for precision inspection institutions for pests (Articles 37-8 to 37-14 of the draft).

B. The revision establishes the grounds for the requirements, procedures, and renewal of designation, as well as changes to designation matters and investigation area and methods, for preventive observation institutions for pests (Articles 37-21 to 37-27 of the draft).

C. The revision specifies the kinds of records that plant growers must create and keep, such as the history of persons entering and exiting their orchards, the preventive spraying of pesticides, the history of seedling purchases, and the history of farming work (Article 37-28 of the draft).

D. With the Director of the Korea Seed and Variety Service (KSVS) designated as a preventive observation institution for pests, the revision includes the Director of the KSVS within the regulations related to the observation area, the basis for appointing observation investigators, and the basis for budget support (Article 37-20 of the draft).
